Judicator is a renowned criminal from the Outer Ring, being among the most wanted from the area.
History
Judicator had previously worked in collaboration with Romeul and other criminals in the past. When Romeul began plotting to disrupt the Hollow Champion Competition, he contacted Judicator, along with several other Outer Ring criminals to help him. Their task was to stir up trouble while the wolf Thiren made his escape, with Judicator teaming up with Scarface and Severed Finger to guard the Fissure that led to Romeul. While they were there, they defeated numerous contestants of the competition who were lured to the area by the promise of prizes to be won.
After Ghostshade, Hedgehog and The Gardener were apprehended, Phaethon and Cissia, with the help of the latter's innate snake Thiren ability to detect the ether traces of living things, found their way to the fissure. While Phaethon had confidence in Cissia's abilities, she was terrified, and wanted to try and find another way around. A sudden call from Commissioner Lowell alerted the trio to their presence, but some quick thinking and a bluff from Phaethon about Cissia single-handedly dispatching the prior three criminals caused Scarface and Severed Finger to panic and surrender. Judicator held his nerve and fought Cissia, who, much more confident in a one-on-one fight and emboldened by Phaethon's words, defeated him.
Afterwards, Romeul, Judicator and the other criminals were arrested by Public Security and taken in to custody.
