The External Strategy Department (E.S.D.), full name Roscaelifer External Strategy Department, is a faction in Zenless Zone Zero. It is one of the Five Central Departments of Roscaelifer.
Gameplay Notes
For the purposes of Faction-based effects, all Agents across Roscaelifer departments are considered to belong in one faction. This is known because Ultra Jake's Additional Ability description states that the ability activates if there are Roscaelifer Agents in the squad, but it is not restricted to specifically External Strategy Department Agents, for example.
Description
The External Strategy Department serves as Roscaelifer's bridge to the outside world, coordinating relations between it and the other districts of New Eridu. The ESD maintains close ties with the Marcel Group, and its personnel often operate under Marcel Group cover identities when carrying out official duties outside of Roscaelifer.[1]
The ESD is responsible for erasing the memories of all Bangboo who leave Roscaelifer, which is an experience considered akin to death for them. As such, most Bangboo treat the ESD with resentment and disdain, especially the Administrative Director Velina Airgid, whom many call the "Death Witch."[2] However, following the events of A Sleepwalker's Confession, this misunderstanding has been resolved.
