Fishing is a Game System in Zenless Zone Zero that appears in multiple Events. It is first unlocked during the Event Commission Ridu Fishing Festival.
Overview
Fishing can be accessed by interacting with Fishing Spots in Port Elpis, or by talking to Empy at the Fantasy Resort.
In Elpis Ultimate Angler Championship, obtaining different kinds of fish will increase Fishing Encyclopedia progress towards completion and unlock rewards. In Tales of Midsummer Dreams, fish can be displayed in the Aqua Mirage Aquarium, or sold for Angler Commemorative Coins to unlock decorations.
Depending on the location, the fishing mini-game will function differently.
Port Elpis
When fishing at Port Elpis, the player's fishing rod, stats, abilities and skills will all depend on their Fishing Permit level. The Fishing Permit level can be increased by participating in the Elpis Ultimate Angler Championship, completing various Port Anecdote commissions, and by unlocking entries in the Fishing Encyclopedia.
When fishing, the player will cast the rod with F (PC), or by tapping the cast button on the screen (mobile). When a fish has been hooked, the on-screen icon will flash and the player can press F again, or tap the button again to begin reeling in the catch. When reeling in a catch, different prompts may appear, which will either be tapping or holding A or D (PC), or tapping/holding the on-screen icon (mobile) respectively. If the player has a skill unlocked, and enough energy to use said skill, they can press Space, or tap the icon to use the skill.

If your timing is off, the fish will get away, and you'll have to cast your rod again.
Fantasy Resort
Unlike at Port Elpis, at the Fantasy Resort, the player can freely change their fishing rod, provided they have unlocked them, either by completing the relevant commissions, or by purchasing them for Angler Commemorative Coins. Furthermore, Fantasy Resort does not have any unlockable stats, abilities, or special skills, instead having those tied to both the aforementioned fishing rods and to the Companion Agent that the player has chosen to take with them.
To start fishing, the same mechanics as Port Elpis apply. Cast the rod with F (PC), or by tapping the cast button on the screen (mobile). When a fish has been hooked, the on-screen icon will flash and the player can press F again, or tap the button again to begin reeling in the catch. When reeling in a catch, the prompt that appears will depend on both the rarity and weight range of the fish. For a common fish that has a low weight value, the player will typically be asked to hold the F key (PC), or hold the on-screen icon (mobile) for a few seconds, before reeling in the catch. For a rarer fish, including Rare Subspecies fish, a ring will appear up to 2 times, with the player having to tap F (PC), or the on-screen prompt (mobile) at the right time (also up to 2 times), with that also being followed-up with a prompt to tap F, or the icon, repeatedly for the rarer and extremely large fish.
When reeling-in and catching fish, the Companion Agent's skill bar will fill up, up to a maximum of 2 skill usages, which can be used by pressing Space, or by tapping the icon.

While fishing, certain kinds of fish and rare subspecies will appear as powerful catches.

Powerful Catches have a red Excitement Gauge. Reel the powerful catch to deplete its Excitement.
Once Excitement is depleted, the powerful catch will enter a Weakened state for 4s.
While the powerful catch is Weakened, repeatedly press to eliminate a large amount of stamina.
